- We will hear updates on the many talked about initiatives and proposals on infrastructure, energy, economic development and other major initiatives and what it has meant for Native America?

- Dual taxation is the single greatest impediment to tribal energy development
- Mandan, Hidatsa, and Arikara nation has lost nearly $1B to dual taxation
- Revised regulations can bolster federal preemption of state attempts to either tax or regulate on-reservation economic activities
- Now is the time for Indian Country to come together in support of revised regulations.

Legislative Update Part 2: The Trump Administration & the Possible Direction the Justice Department is Heading with Cannabis
- A DOJ memo issued under the Obama administration deprioritized prosecution of cannabis-related activity, effectively allowing the industry to operate in states where it is legal. However, Attorney General Jeff Sessions, who has been hostile to cannabis liberalization laws, has said that agreement, known as the Cole Memo, will stand for now.
- Democrats from states where cannabis is legal say so many Americans have access to pot products that the federal government should begin regulating the industry, which generated more than $7 billion in sales last year.
- New legislation introduced by Sen. Ron Wyden and Rep. Earl Blumenauer, both Oregon Democrats, would take cannabis off the list of federally banned drugs, tax cannabis at a rate similar to alcohol and tobacco, and end the threat of federal criminal penalties for businesses operating in states that allow the use of pot for recreational purposes.
- Under the legislation, cannabis businesses would gain access to the regulated banking system. Many banks currently are reluctant to open accounts for cannabis businesses because of fears that the federal government could seize the money.
- Another measure, introduced by Wyden and Sens. Michael Bennett (D-Colo.) and Rand Paul (R-Ky.), would allow cannabis businesses to claim federal deductions and tax credits, ending what the senators called a tax penalty on those businesses.
- Why do anti-legalization advocates say the current balance between federal and state laws are unsustainable, and that cannabis use remains a danger to public health?
- Pro-cannabis advocates point to public polls that show sentiment has shifted. New data from the General Social Survey released Wednesday shows 57 percent of Americans believe cannabis should be legal, up from 31 percent in 2000 and 44 percent in 2010.
- We will hear firsthand from a Washington DC insider who more than anyone has his hand on the pulse of the industry and how it relates to Native America.

- Initially, a tribe has established its infrastructure priorities when it comes to its member’s needs.
- Prior to even starting to look for financing a tribe and its hired consultants must create an economic assessment, cost-benefit analyses, feasibility study, project design and engineering. Obtain permitting, regulatory and environmental requirements and coordinate with other governments if necessary.
- On this panel of experts, we will learn how to determine one’s borrowing capacity and the factors that play into this.
- Looking at all the various traditional as well as non-traditional financing mechanisms available how does a tribe even start to know how to go about creating an optimal financial package that fits their needs and project scope?
- What are the benefits of tax-exempt financing and the differences between loans, leases, and bonds?
- What has been the outcome of tribe’s reliance on federal funds through grants and low-interest loans to rebuild their infrastructure?

And now the twist!
While many of the more cash abundant tribes have established investment portfolios, that is not the case for many of the tribes across the United States. While we will just have heard about some tremendous success stories within Indian Country we all know for each one of those stories there are many more ventures that have failed. So what is the goal of diversification? Create additional revenue for government essential services? Put money aside for generations to come or is a business being created primarily to bring jobs to the reservation for tribal members? It’s easy to say all of the above but if the business fails? So the question is: Are tribes better off as some would argue investing any additional capital they may have into the financial markets where any number of instruments or products have easily outperformed by the rate of return and for sure longevity most tribal ventures or any business for that matter year to year? At the end of this panel, we will hear from an industry expert who will provide the audience with numbers based on hard facts and as a group learn from a pure return on investment which is the better investment decision.
